We have a home being built in La Paz off the Malecon. I have little Chihuahua dogs. I was looking forward to being able to carry them in my little purse like carrier for walks on the Malecon so much. We really enjoyed watching other people walking their dogs there and enjoying them selves through out the day in that manner. We picked the area because of this being one of the options for us to be able to do. So this new ruling will not allow any dogs at all? In carriers or on leads, even if the proper clean up and all other responsibilities are taken care of by the owners?
